December-March (high summer season): 25-30 °C in Montevideo, Punta del Este in full swing, Carnival at its peak mid-February (Las Llamadas late January-early February, UNESCO 2009). October-November and April: milder temperatures, prices halved, March Tannat harvest. Avoid June-August (austral winter, 10-14 °C, much rain, deserted beaches, but cultural Montevideo remains pleasant and winter Tannat ideal). Montevideo Carnival lasts 40 days late January to mid-March, the absolutely unique window to see Las Llamadas is late January-early February.
Uruguay is one of South America's safest countries (top 35 Global Peace Index, nicknamed 'Switzerland of South America'). No visa for French citizens (stays under 90 days), passport valid on arrival.
